Can W59 paper and live trades Forex on chart with real time data?

yes, what you can do is open up an account with OANDA, they allow you to trade 1 unit at a time, trading 1 unit at a time on GBP_JPY is like .00014 cents per pip profit/loss. You can open up a live account with 1 US dollar and make 10000 wrong trades on a live account or until you get it right

No, on the chart trading with Wave59 all the data you need is available, data is not an issue. You would need to use OANDA for order execution.

Oanda doesn't give you access to their API unless you have a premium account (min $20k), so that's the requirement to do chart trading through them. If you have a standard account, then get a free one too, and you can use that for data, and then for actual trading you'd need to use Oanda's own order-entry platform.
